Lisa and Donald Shauger Start the Officer Timothy Groves Scholarship with the West Orange Scholarship Fund

One year ago this week, the world lost a bright light with the passing of Officer Timothy Groves. Officer Groves was a beloved, committed, and passionate officer of the West Orange Police Department. A lifelong West Orange resident, he bravely served his hometown for fourteen years before he ultimately succumbed to cancer at the age of 48.
In memory of their lifelong friend, Officer Groves, Lisa and Donald Shauger recently established the Officer Groves Scholarship with the West Orange Scholarship Fund (WOSF). The WOSF, which was founded in 1923, awards scholarships annually, on Senior Awards Night, to West Orange High School graduating seniors who are in financial need and have demonstrated academic achievement. The Officer Groves Scholarship Award, in particular, will be for the benefit of students in financial need who are interested in law enforcement and/or in pursuing the academic path of Criminal Justice.
A civic-minded person, Officer Groves endlessly and continuously gave back to the community through service and outreach projects, as well as through involvement with local charities and organizations. He mentored West Orange children and served as the West Orange Police Department youth program coordinator. Officer Groves volunteered considerably with Special Olympics and was given the honor to run the torch into the arena for the Special Olympics State Games one year.
Officer Groves’ contributions to the community were innumerable. He was presented with several awards during his lifetime, including the following:
- 2001 Life Saving Award, Command Citation-Apprehending Burglary Suspect
- 2001 Essex County Valor A Award
- 2009 Essex County Scholarship “B” Award
- 2009 West Orange Police Officer of the Year
- 2009 200 Club Valor Award – Outstanding Action in the Line of Duty
- 2009 Christian Love Baptist Church Community Service Award
- 2010 Essex County “A” Award
- 2011 West Orange Elks Citizen of the Year for recognition of Exceptional Contribution to Youth Development program within the Township of West Orange
- Elks Distinguished Citizen Award – Outstanding Meritorious Service to Humanity
On June 14, 2014, West Orange Mayor Robert Parisi announced at a ceremony that the Watchung Heights police substation was officially renamed the Police Officer Timothy Groves Community Center and Police Substation.
On July 28, 2014, the Shaugers donated an initial $5,000.00 to the WOSF for the Officer Groves Scholarship. Furthermore, any time a West Orange resident with whom the Shaugers were close passes away, the Shaugers intend to give additional money for the Officer Groves Scholarship. The Shaugers contributed again recently to the WOSF for the Officer Groves Scholarship on August 28, 2014, after the passing of West Orange resident, Edward Jay Force.
The Shaugers encourage others to donate to the WOSF’s Officer Groves Scholarship as well, both to keep Officer Groves’ memory alive and to provide much-needed financial support to youth interested in following a career path similar to that of Officer Groves.
